Expansion steps.
In Switzerland, the range of rail services is extended using a framework of expansion steps. The Confederation takes the leading role. First of all, it specifies planning policy. Then the Cantons (regional services), railway companies (long-distance services) and freight services sector (freight services) provide their service targets. These could be more frequent scheduling, for example, or new stops.
The Confederation then commissions the railway companies, to check their networks and find out which infrastructure expansion projects will therefore be needed. Based on this, as well as on expected demand and economic viability, the Confederation decides which services and infrastructure expansion projects should be implemented. The Confederation then presents Parliament with the final package. If Parliament agrees with the proposal, the Confederation then commissions the railways to proceed with further planning and implementation.
